Director of Technology

The Iowa Primary Care Association is in search of a Director of Technology for Des Moines, IA.

PURPOSE OF POSITION
The position provides information technology operational leadership and support for business and clinical functions including medical, dental, behavioral health and enabling services for the Iowa Primary Care Association and its related organizations, INConcertCare, Inc. (INCC) and IowaHealth+ (IH+).   INCC is a health information technology services organization serving community health centers (Federally Qualified Health Centers or FQHCs) in Iowa. IowaHealth+ is a clinically integrated network (CIN or ACO) of FQHCs in Iowa. Each FQHC in the network is an independently governed and community led organization which has come together to form INCC and IH+ to better serve their mission and their patients.

This position manages and coordinates technology initiatives for internal customers, manages vendor partners, and provides IT consulting to our member health centers. The ideal candidate has broad expertise in IT operations, and can provide oversight and direction to internal IT initiatives, identify needs, and implement solutions. The ideal candidate also has experience in IT consulting, and can provide thought leadership, technical assistance, and support to Iowa’s community health centers.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are normal for this position.  These are not to be construed as exclusive or all inclusive.  Other duties may be required and assigned.

IT Consulting – 40%

Provides consulting, thought leadership, training, and technical assistance to community health centers in our state-wide technology network including electronic health record, population health, healthcare analytics and business intelligence systems to advance the goals of the Health Center Controlled Network (INCC), the clinically integrated network (IH+) and the Iowa PCA.
Consults with healthcare application consulting team, clinical consulting team and Epic project team to drive optimization and performance of healthcare technology systems at INCC and at community health centers (e.g., EHR, EDR, analytics and business intelligence).
Provides consultation to centers to ensure smooth transition from center-specific legacy systems to Epic, and maintenance and integration of system interfaces with Epic.
Provides training and technical assistance to network centers in diverse aspects of technical and information security operations. Supports and provides subject matter expertise to IT Steering Committee, Data Governance Committee and/or EHR Champions work group. Develops and oversees additional technology-related workgroups and committees as needs are identified, including IT Directors.
Provides training and technical assistance to centers to develop policies and procedures in support of regulatory requirements and operational efficiencies.
Stays abreast of emerging risks, technologies, recalls and patient safety concerns for devices and systems. Provides consulting, technical assistance and training to community health centers on emerging topics and risks.
Builds strong relationships with health center executives, clinical and IT leadership to build trust, support and optimize customer satisfaction at all levels.
Conducts and/or consults on special analyses both internally at the Iowa PCA, and externally with community health center partners. Examples of special analysis include requirements analysis, system feasibility studies, systems selection and process improvement projects.
Internal IT Support – 30%

Responsible for technology operations of the Iowa Primary Care Association, and associated companies, including internal IT operations and support for 45 FTEs, and data warehousing for analytics.
Oversees internal technology support and technology analyst supporting efficient and effective technology operations (e.g. server, network, client, AV, software, hardware) at the Iowa PCA including service and system escalations, which may occur outside of normal business hours.
Oversees the INCC helpdesk team, and the transition from data center service and system issues to vendor support and T/TA responsibilities. Escalation management may occur outside of normal business hours. Maximizes staff performance and technical expertise through clearly defined objectives, training, skill development and performance evaluation.
Collaborates with healthcare application consulting team, the Director of EHR Systems, and the vendors to provide technical leadership for the transition from legacy systems to Epic, and ensures seamless services and functionality after system conversion.
Interfaces and partners with other teams and business units to exchange information and ideas, review requests for service, and/or resolve problems in order to meet internal staff and strategic needs.
Serves as relationship manager for technology software vendors and managed service provider (MSP). Ensures accountability for deliverables, including time and budget.
Develops and maintains up-to-date network documentation and disaster recovery and breach response plans.
Participates in procurement process for technology vendors, managed service providers and equipment. Provides procurement recommendations and reasoning to the Senior Director of Data & Technology.
Assists in scoping and writing grant applications, grant work plans and ensuring achievement of grant objectives related to technology goals, including but not limited to the Health Center Controlled Network grant.
Organizational Leadership – 20%

Plans, prioritizes, summarizes, directs, and supervises staff, users and vendors for technology systems and support functions with an emphasis on complete, accurate, compliant and secure systems.
Prepares and recommends short- and long-term goals and objectives for the technology development and support functions and in support of the overall healthcare data & technology strategy.
Assist Senior Director of Data & Technology on strategic planning and develops IT work plans in support of strategic goals. Develops and communications technology operations key performance indicators and project statuses to the Senior Director of Data & Technology.
Ensures that limitations and constraints (cost, time volumes, benefits, and risks) and controls (security, audit, operational) are considered, documented, and reported to the Senior Director of Data and Technology.
In collaboration with Finance and the Senior Director of Data and Technology, develops capital and operating budgets for technology operations and demonstrates fiscal leadership and responsibility in utilizing resources.
Initiates, recommends, and approves human resources actions including hiring, terminations, and disciplinary actions.
Participates actively as a member of the Outreach & Employee Engagement team collaborating with Directors and Team Leaders across the organization in developing leadership skills and ensuring operational excellence.
Represents Iowa PCA externally as requested/appropriate on taskforces/committees/presentations that need a technical professional.
Security and Compliance – 10%

Develops, implements and maintains policies and procedures in support of regulatory requirements and operational efficiencies.
Serves as the HIPAA Security Officer overseeing IT security and compliance. Ensures the ongoing integration of information security with business strategies and requirements. Ensures that the access control, disaster recovery, and business continuity needs of the organization are properly addressed.

Telecommuting and Travel:
This position is required to be on-site at least two days per work week.
Some travel may be required to community health centers via vehicle or conferences via air travel.

QUALIFICATIONS

Education and/or Experience

A Bachelor’s in information technology, healthcare administration or a related field, along with at least 5 years of technology systems leadership experience in a healthcare setting in both technical and strategic roles.
At least 3 years’ experience with technical consulting, including training, technical assistance, project management, and advising organizations on how best to use technology and software to achieve their strategic goals.
At least 5 years’ experience with technical planning, design, support and information management in the delivery of comprehensive electronic medical/dental record, analytics and business intelligence systems.
Excellent written and oral communication skills with the ability to provide clear, concise directives including the ability to communicate technical information to a non-technical audience.
Demonstrated leadership ability and interpersonal effectiveness required to work collaboratively with multiple disciplines.
Proven program/project management skills, specifically related to health IT.
Demonstrated success in addressing business needs with technology solutions and practices leading the design, development, and deployment of solutions.
Ability to overcome silos, confront issues and work toward collaborative solutions.
Critical thinking, problem solving and negotiation skills.
Solid experience in understanding clinical workflow.
Ability to manage, work and deliver results on multiple projects at the same time in a complex, dynamic environment.
Knowledgeable in HIPAA privacy and security regulations. Past experience as Privacy and/or Security Officer preferred.
Knowledge of FQHCs’ regulatory requirements, health care delivery standards, policies and procedures are strongly preferred.
Language Skills:
Ability to read and interpret documents and operating and procedure manuals.  Ability to write routine reports and correspondence.  Ability to speak effectively before groups.

Mathematical Skills:
Ability to calculate figures and amounts such as discounts, interest, proportions, percentages, area, circumference, and volume.  Ability to apply concepts of basic algebra and geometry.

Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills:
To perform this job successfully, an individual should have knowledge of Microsoft Office programs, including spreadsheets, word processing, and databases. Experience with Microsoft servers and virtual machines
