The Iowa Primary Care Association (Iowa PCA) has supported Iowa’s community health centers for over 36 years to expand access to affordable, high quality, integrated care. The Iowa PCA, along with our sister companies INConcertCare (INCC) and IowaHealth+ (IH+), provides training, technical assistance, and shared services opportunities in quality improvement, value-based care, health information technology, and other areas. We are now expanding our services through a new partnership with Iowa Health and Human Services to serve as the new statewide Behavioral Health Administrative Service Organization (BH-ASO). It’s an exciting opportunity to expand our efforts and connection to the broader behavioral health safety net.

Position Overview

The Senior Reporting Analyst will be responsible for working with our Iowa Primary Care Association, INConcertCare, Inc. health center members and our IowaHealth+ Accountable Care Organization (ACO) in the development of analytic support that leads to clinical performance improvement, business intelligence dashboard development and implementing data products that facilitate clinical, strategic, and operational decision-making.

Key Responsibilities
Analytic Product Development & ManagementUtilize Epic reporting tools (reporting workbench, Slicer Dicer, Javelin/SQL Server, Business Objects, and Crystal Reports to optimize analysis and reporting of electronic medical record (EMR) (Epic), practice management (PM), and healthcare claims data.
Develop meaningful, efficient dashboards and visualizations while ensuring role-level security is in place.
Design, create, test, and operationalize analytic programs using custom built SQL or by usage of integration tools like SSIS to build & maintain the data structures created.
Design, create, test, and deploy reports and data visualizations in support of clinic operations, performance improvement initiatives, and accountable care organization performance metrics.
Implement and manage multi-tenant reporting and data visualization infrastructure.
Provide technical support and customer service to data analysts at associated community health centers.
Translate complex reporting needs into technical specifications, including calculations, custom groups, parameters, filtering criteria, aggregations, etc.
Tune complex workbooks and large datasets for optimal performance and maintainability.
Build and publish customized interactive business intelligence reports and dashboards along with data refresh scheduling using Power BI and other data visualization tools.
Effectively utilize features and best practices of analytic tools to maximize impact and utility of visualization products.
Participate and/or lead Data Governance Committee(s). Monitor and ensure compliance with adopted data governance standards, and regulations including HIPAA.
Population Health Management Implementation & ManagementAnalyze clinical process flows and map data elements from electronic medical record (EMR) and practice management (PM) systems (Epic and Arcadia) to data objects in population health management tool(s).
Participate in project management, data analysis, and data validation activities required to implement population health management software tools.
Develop data quality metrics and reports to manage clinical data mappings (metrics and values) and assure the validity of data presented via Population Health Management (PHM) tool.
Create and administer dashboards to view population level health data and close gaps in quality for the established cohort of patients.
Create analytic datasets for population health analyses to support strategic priorities, policy research, and program evaluation.
Analytics ConsultingIndependently perform descriptive statistical analyses to support operational and strategic decision-making.
Provide training, customer service, and technical assistance to network centers in diverse aspects of analytics and reporting.  Supports and provides subject matter expertise to Clinical Quality Committee. IT Steering Committee, Data Governance Committee and/or EHR Champions work group.
Provide development services for health centers and the network for OCHIN reporting tools (e.g., Business Objects, Crystal Reports, Reporting Workbench, Slider Dicer, Power BI, Health People Registries, etc.)
Qualifications/Experience

Bachelor’s Degree in Health Care Administration, Business Analytics, Health Information Management, Data Sciences, Social Sciences, Public Health (Epidemiology or Biostatistics), or Information Technology or equivalent experience preferred.
Two years demonstrated work experience with structured query language (SQL).
Two years demonstrated work experience with report writing/development, presentation and data analysis
A Successful Candidate will possess the following skills

Ability to work programmatically with data from a variety of sources (flat files, relational database management systems, spreadsheets, etc.)
Strong SQL experience, including understanding of database design constructs (e.g., tables, views, stored-procedures, schema, and functions.)
Proficiency in design, development, testing, and documentation of reporting and analysis programs.
Experience working with Epic EHR data and reporting tools preferred
