The Iowa Communications Network (ICN) is recruiting to fill an Executive Officer 3 position. This position will assist in establishing direction for all financial strategies, fiscal practices and strategic business alignments for the ICN including budgeting, grant and appropriation requests. This position will help identify strengths and weaknesses and will identify areas of concern that will meet established criteria for review by the CFO and/or management team.
Oversees program development relating to state policy revision and proposed legislation. Conducts advanced research, prepares revenue and financial estimates, fiscal notes and statistical reports assessing impacts on the agency and common carrier status due to proposed state and federal legislation and FCC policy or rules changes. Assess any potential issues arising from state and federal law and rule changes that would affect program administration. Prepare comprehensive reports for management with recommendations and guidance for policies and reporting and solutions and changes needed within the agency. Maintain an archive of legislative and regulatory analysis, policy briefs, reports, position statements and other pertinent materials. Develop and administer division work methods to ensure staff comprehension and implementation of federal regulations.
Develop and oversee the agency audit program to ensure audits are conducted properly and in compliance with all state and federal practices, procedures, rules and regulations. Analyze Authorization for Expenditures revenues and expenses to ensure information is complete and accurate. Provide analysis to the CFO on telecom billing, contracts margin and customer billing programs. Prepares reports on forecasting and project status and their impact on agency finances.
Collaborates with management on all facets of agency programs. Prepare and provide analysis for agency expenditures and provide recommendations to the Executive Director.
Works collaboratively and provides technical and research assistance within the agency and with outside vendors to discover best practices, implement efficiencies and build cohesion with existing and new programs. Reviews relevant performance data to mitigate risks, measure productivity, and/or identify areas needing cost reduction or program improvement. Provides analyses and comprehension of revenue and expenses to identify trends and variances to budget for labor, equipment, and materials.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field and experience equal to five years of full-time professional-level work in program administration, program development, program operations, or management.
2) A total of nine years of education and/or full-time experience (as described in number one), where thirty semester hours of an accredited college or university coursework in any field equals one year of full-time experience.
3) All of the following (a, b, and c):
a. Three years of full-time professional-level work experience in program administration, program development, program operations, or management; and
b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 2 or two years of full-time work as an Executive Officer 1 or a comparable specific management-level position.
